Employment rules rarely come from a single source. National law provides the base, and further layers add requirements on top. Understanding one hire means identifying every layer that applies to that role in that location.

How the Rules Layer

National law sets the foundation through a labor code or a collection of statutes. Regional rules add variation, as with US states, Canadian provinces, and Indian state levies such as professional tax. Sectoral instruments come next, including collective agreements and Australian modern awards that bind entire industries. Workplace-level rules, such as works council agreements, complete the picture. Lower layers can improve on higher ones but almost never reduce them.

Checking Coverage for Each Hire

Three questions identify the applicable rules. Where exactly does the employee work? What industry instrument covers the role? What has been agreed at the workplace level? Two employees in the same country can fall under different rules once you account for province, sector, and site.
