What is an Employer of Record?
An EOR lets you hire someone in a country where your company has no legal entity — without registering a business there yourself.
An Employer of Record is a third-party organisation that becomes the legal employer of your workers in a given country. It holds the employment contract, is named on local filings, and carries the statutory obligations of an employer there, while your company directs the employee's day-to-day work.
Say you want to hire someone in the Philippines, but your company only exists in the US. Rather than registering a business there, the EOR hires them under its own local entity. Your new colleague signs a Philippine contract, is paid in pesos through local payroll, and receives the benefits Philippine law requires. You manage their work exactly as you would anyone else on the team, and settle a single monthly invoice.
What an EOR handles for you
Legal employment
Compliant local contracts in the right jurisdiction
Payroll calculation
Gross-to-net in local currency, on the local cycle
Tax withholding
Income tax deducted at source and remitted
Social contributions
Employer and employee payments into state schemes
Statutory benefits
Leave, sick pay, parental leave and local mandates
Onboarding & exits
Right-to-work checks, notice and final settlements
Compliance monitoring
Tracking labour law changes as they happen
Work authorisation
Visa and permit sponsorship, where available
An EOR is not a PEO, which co-employs alongside an entity you already own. It is also the standard way to resolve contractor misclassification and permanent establishment risk once a contractor arrangement has outgrown itself.

How much does an Employer of Record cost?
There is no single price. What you pay turns on where you are hiring, which provider you choose, and sometimes how many people you are placing.
Region
Employer contributions swing from a few percent of salary to over a third
Provider
Regional specialists and global platforms price very differently
Headcount
Per-employee fees usually fall as the number of placements rises
For example: hiring in Southeast Asia
The gap between regional specialists and global platforms is usually the largest single variable. A provider covering a handful of countries carries less overhead than one maintaining entities in a hundred, and prices accordingly.
If you are hiring in the Philippines, Indonesia, Malaysia, Thailand or Vietnam, regional specialists such as RecruitGo start from $49.99 per employee per month, while global platforms such as Deel start from $599. Both employ the same person under the same local law; what differs is the breadth of coverage you are paying for.
Those are provider fees only. Your total cost of employment also includes salary and mandatory statutory contributions, which usually dwarf the fee itself.
