Red is free and gives access to procurement information and opportunities; Platinum is paid at around PHP 5,000 per year and is what lets you submit eligibility documents for national bids. In practice, if a company wants to actually compete in government tenders, it needs Platinum — the Certificate of PhilGEPS Registration (Platinum Membership) is what procuring entities ask for during eligibility checks
PhilGEPS
PhilGEPS stands for the Philippine Government Electronic Procurement System — the country's single, centralized online portal for government procurement, run by the Procurement Service under the Department of Budget and Management (PS-DBM). Government agencies post their bid opportunities, awards, and contracts there, and suppliers register on it to bid.
