Expert Analysis
Pebl is one of the oldest EOR providers. Its main strength is compliance: it says it holds more employment licenses than any other EOR, and it runs immigration and visa work with its own staff. It has been named a Leader in NelsonHall's EOR evaluation several years running and offers a US PEO as well as global EOR. The advertised price is $399 per employee per month, but that is a promotional rate. Independent reviewers who went through the sales process were quoted about $599–$660, plus a refundable security deposit of 10–30% of annual salary and FX fees in some cases. Coverage is advertised as 185+ countries, but one independent review found hiring was supported in closer to 100. Ask which of your countries use Pebl's own entities. G2 users praise the platform and support. Complaints focus on delays, limited health benefits in some countries, and repetitive onboarding forms. One recent reviewer said Latin America support got slower after the rebrand. Nearly all recent G2 reviews were seller-invited and incentivised. Best for mid-market and enterprise companies that put compliance, visas and M&A support ahead of the lowest price.
About Velocity Global
Pebl is an Employer of Record that lets companies hire full-time staff abroad without setting up a local entity. It runs local contracts, global payroll, taxes and statutory employee benefits. The client manages the employee's day-to-day work.
The company was founded as Velocity Global in Denver in 2014 by Ben Wright and built one of the first global EOR businesses. It raised $500M across two rounds in 2021 and 2022 and acquired iWorkGlobal and Shield GEO. On September 9, 2025, under CEO Francoise Brougher, it rebranded as Pebl and launched an AI-first version of its Global Work Platform, including an AI assistant called Alfie that answers compliance questions in 50+ languages.
Alongside EOR, Pebl offers contractor management, contractor-to-employee conversion, immigration and visa support, a US PEO, global payroll, and cross-border M&A employee transfers. It integrates with HR and recruiting systems including Workday, BambooHR, Oracle and Greenhouse.
