Expert Analysis
WTS Energy is a specialist Employer of Record built for the energy sector. It is not a general-purpose global HR platform. Founded in The Hague in 2000, it now runs its own offices across Europe, Africa, the Middle East, the Americas and Asia. Its client list includes TotalEnergies, Shell, ENI, ExxonMobil, Vestas and TenneT. Its main strength is hiring in markets where general-purpose EORs are weakest, such as Nigeria, Gabon, Iraq, Saudi Arabia and the UAE. It also understands offshore rotations, HSE certification checks and local content rules. Several offices hold ISO 9001 certification, the UAE office also holds ISO 14001, and it carries REPSE registration in Mexico and MLC maritime labour credentials. It can also recruit the worker, train them and act as their EOR under one contract, which few EOR providers can do. The trade-offs are real. There is no self-serve platform, public pricing or API. Onboarding timelines are only quoted case by case. The 190-country figure almost certainly includes partner countries, and WTS does not publish which countries run on its own entities. Independent client reviews of the EOR service barely exist, so our view rests mostly on employee and contractor feedback. That feedback is broadly positive but includes some reports of payroll delays and weak communication on contractor assignments. WTS Energy is a strong choice for energy, offshore and infrastructure projects in emerging or high-regulation markets. Tech companies hiring remote office staff across many countries are better served by a platform-first EOR.
About WTS Energy
Hiring for an energy project abroad usually means dealing with work permits, rotational schedules, offshore safety certification and local content quotas, often in countries with strict labour laws. WTS Energy acts as the Employer of Record for your project staff, so you can deploy people without first setting up a local entity.
WTS Energy began in 2000, when Jan Willem Scholten launched Worldwideworker.com, one of the first global job boards for the energy industry. It expanded into the Middle East, Africa and Europe in 2005 and launched under the WTS Energy name in 2010. It opened its Romania office in 2017, its 20th office worldwide in 2022, and a UK office in 2025. The company is headquartered in The Hague, Netherlands, and has been led by CEO Jean-Paul de Jong since January 2023. It has operations in Gabon, Kenya, Mozambique, Nigeria, Rwanda, Germany, Norway, Romania, the UK, Monaco, France, Mexico, the USA, India, Taiwan, Singapore, the UAE, Iraq and Saudi Arabia.
Alongside EOR, WTS Energy offers staffing agency recruitment and manpower services, workforce training, and operations and maintenance contracts. It acts as the direct employer for local contracts, global payroll, statutory employee benefits and offboarding. The client keeps control of the worker's day-to-day tasks. It also publishes a free payroll calculator covering employment costs in 148 countries.
